The Members of the Council Considering that the Colony is in respect responsible for the heavy expenses entailed by present position, unanimously agreed that a Parliamentary Grant should be applied for, and I have now to make the formal application with a full sense of its propriety, and urgency.
The Sum may be regarded as a loan to be hereafter claimed from the Chinese Government as a necessary indemnity for wrongs suffered by the violation of Treaty Engagements.
